Ms. Kramer specializes in pharmacy services. With over twenty years of healthcare experience, her career includes successful development of innovative cost containment and reimbursement strategies. Her recent projects focus on the impacts of  federal legislation, including the Medicare Prescription Drug, Improvement and Modernization Act of 2003 (MMA) and the Deficit Reduction Act of 2005. She also was asked to provide staffing support to the Pharmacy Technical Advisory Group of the National Association of State Medicaid Directors. Prior to joining HMA, Ms. Kramer was a pharmacy specialist with the Michigan Medicaid policy division and a budget analyst with the State Budget Office of Michigan. Ms. Kramer holds a Master of Arts in Educational Evaluation and Leadership and a Bachelor of Science in education and dental hygiene.
