Nicky Moulton is a senior consultant with Health Management Associates. She has over 28 years of experience in a variety of health care and public service settings including with the Florida Medicaid program. Ms. Moulton specializes in the development of Medicaid programs for persons with long-term care and behavioral health needs and routinely assists clients with analysis, design, proposal development and implementation assistance for managed, integrated acute and long-term care programs, behavioral health programs, and special Medicaid projects. She has helped states to design, write and implement Medicaid waiver programs, and assists states, providers and advocacy groups with a range of Medicaid-related issues encompassing policy analysis and development, funding analysis and development, program assessment and implementation, managed care proposal development and health care systems and facilities assessment and consultation.

Ms. Moulton has a BSN from Boston University and worked previously as a licensed Nursing Home Administrator for a 150-bed SNF/MR, as a psychiatric nurse, a Certified Biofeedback Therapist, and as executive director of an indigent health care program.
