Shawne Marsh has worked in both the private and public sectors with health plans, hospitals and medical groups with a focus on managed care.

Shawne is an out-of-the-box thinker with expertise in facilitation, collaboration and communication at all levels. She is highly skilled in strategic planning, budgeting, program development, project management, and quality/process improvement. She also has provider relations and contracting, reimbursement, and data analysis experience.

Prior to joining HMA, Shawne was director of strategic operations for CalOptima, a 420,000-member public health plan in Orange County, California, where she led strategic planning and project management. She was responsible for development and implementation of new product lines and programs, delivery system redesign, large-scale grants and procurements, and program innovation. She partnered with the California Department of Managed Care and a statewide collaborative to bring up a public-private funded Healthy Kids program, covering uninsured children up to 300 percent of federal poverty level regardless of documentation status.

As director of managed care for a regional health care system in Oregon, Shawne launched and grew a provider-owned health plan and administrative services organization (ASO). She spearheaded contract development and negotiations with health plans for five hospitals and 200 primary care and specialist physicians. She designed, developed and implemented a self-funded health plan for more than 3,500 employees. She also actively engaged in merger and acquisition (M&A) planning, negotiations and transition.

Shawne earned her master’s degree in public health with an emphasis on health care administration from Oregon State University and her bachelor’s degree from California State University-Chico.

Shawne has four children and enjoys running, golf and party planning.
