Innovation results in a $72 million CO-OP loan for Michigan

The Centers for Medicare & Medicaid Services (CMS) awarded $72 million in financing for the Michigan Consumers Healthcare CO-OP (MCHCO) to expand access to high-quality, affordable health insurance to all Michigan individuals, families and small businesses statewide starting in January 2014.

HMA played an integral role in the development team that completed the application and shepherded it through the competitive review process. Janet Olszewski, Larry Zbanek< and Linda Hamacher led the HMA project team.

The MCHCO application was one of only two applications selected in the most recent round, and one of 12 total awards so far nationwide.

HMA will continue to provide interim executive leadership for the MCHCO until permanent staff is hired.  First steps include fully establishing the governance structure, network development strategy and operations infrastructure.

A CO-OP or “consumer operated and oriented plan,” is a new type of private, non-profit health insurer created by the Affordable Care Act (ACA).  MCHCO is sponsored by a coalition of county health plans that provide a limited health coverage benefit to low-income individuals in Michigan.
