A public programs and regulatory affairs professional, Amanda Ghattas specializes in Medicare and Medicaid managed care administration and compliance. She also has a background in policy analysis and social services with a commitment to serving vulnerable communities.

Before joining HMA, she held several positions with L.A. Care Health Plan, the nation’s largest publicly operated health plan, overseeing regulatory compliance functions including plan-regulator relations, qualitative regulatory submissions, detection, prevention, and correction of non-compliance, regulatory reporting, and regulatory implementation.

Amanda also has experience leading pre- and post-audit activities for external Medicare, Medi-Cal, and Exchange medical, data, program, and financial audits. In addition to managing pre-audit readiness activities such as mock audits, audit trainings, and audit documentation review, she has designed several corrective action and monitoring plans for the Centers for Medicare & Medicaid Services, California Department of Health Care Services, and California Department of Managed Health Care noncompliance findings.

In addition, Amanda has managed Medicare business line operations and strategy, creating annual strategic plans, setting clinical, financial, and operational goals, and enhancing the end-to-end member experience.

In addition to her health plan work, Amanda has served non-profit organizations and foundations where she created and expanded community-based care management programs and provider reach to serve vulnerable populations.

Amanda earned Master of Public Policy and Master of Social Welfare degrees from the University of California, Los Angeles as well as a bachelor’s degree in political science from the University of California, Irvine.
