Barbara Butler-Moore brings both direct service and policy development experience to HMA. Her expertise in Medicaid ranges from managed care procurement to state plan and waiver development. With in-depth knowledge of process improvement and program evaluation design, Barbara applies clinical and regulatory perspectives to enhance quality initiatives, expand behavioral health programs, and increase access to care.

Over the past decade, Barbara has served in a variety of roles with Florida’s Agency for Health Care Administration. As administrator, Barbara managed the programmatic design and implementation of utilization management and care coordination contracts across the Medicaid division. She oversaw process improvement activities addressing provider and recipient-based issues and was responsible for the redesign of the research and evaluation units’ contracting process and procedures to ensure state and federal regulatory and fiscal compliance. Additionally, Barbara supervised the development of Medicaid program evaluation designs, procurements and review for the Medicaid waivers and Florida KidCare evaluation contracts.

With Florida’s behavioral health unit, Barbara oversaw the state plan policy development, interpretation and provider monitoring. She handled the procurement and contracting of the prepaid mental health plans and the child welfare prepaid mental health plan. Barbara managed the statewide inpatient psychiatric program and the 17 associated provider contracts. She directed the waiver renewal and reporting requirements – monitoring contract compliance and providing feedback on each SIPP’s performance improvement project.

Barbara has advocated for court-involved and fostered youth throughout her career. As clinical director at a child-focused community mental health agency, Barbara handled established and implemented quality improvement processes and provided clinical supervision and oversight of services within the agency. She has also worked as a mental health counselor for the Wyandot Center for Community Behavioral Health, a mental health counselor for Catholic Community Services, and a foster care supervisor and therapeutic case manager at Kaw Valley Center in Kansas. Barbara volunteered with the Guardian Ad Litem Program, a volunteer-led state agency for children who are victims of abuse, for over 4 years.

Barbara earned her master’s degree in social work from the University of Nebraska and her bachelor’s degree in psychology from State University of New York College at Buffalo. She is a licensed clinical social worker and certified contract manager in Florida.

Outside of HMA, Barbara enjoys spending time with her husband and daughter, being walked by her 8-year old “puppy”, and dancing with her Zumba friends.
