David Bergman is a seasoned healthcare professional working at the intersection of health information technology, behavioral health, and regulation and policy. David provides strategic and technical insight and an in-depth understanding of the challenges his clients encounter. With a proven ability to break down healthcare silos, David enables healthcare providers, payers and IT vendors to design and execute strategies that reduce costs, improve outcomes and support regulatory compliance.
David joined HMA from Healthcare Intelligence Partners, a health IT strategy consulting practice he founded in 2009. In that capacity, David assisted the Arizona Health-e Collaborative (AzHeC) in designing strategies for integrating behavioral and physical health data in a single state-wide health information exchange (HIE). Additionally, David led the Texas Council of Community Centers and their members in aggressively moving forward the sector’s effective use of health information technology (HIT) – focusing on the development and deployment of quality measures, consent management, and content standards specific to behavioral health.
David has served in a range of government, private and non-profit sector roles. As director of operations at Valera Health, David built infrastructure and operational capacity for the digital behavioral health startup, developed and implemented HIPAA compliance policies and procedures, and negotiated key contracts for organizational partnerships.
As a project manager for the Office of the National Coordinator for Health Information Technology, David fostered the creation and strategic development of seven regional extension centers (RECs) in Texas, Mississippi, Arkansas and Louisiana with combined federal support of more than $55 million. David advised grantees on tactical and strategic goals by cultivating partnerships with key state and federal agencies, private payers, associations and provider groups around adoption and meaningful use of electronic health records.
David worked on a wide range of projects as an independent consultant: designing a proposal on behalf of the New York eHealth Collaborative (NYeC) in response to ONC’s Exemplar HIE Governance Program – one of only two awarded programs nationwide – which received $200,000; leading the development and delivery of a computable consent tool as part of an ONC-funded patient privacy initiative using the emerging HL7 standard, Fast Healthcare Interoperability Resources (FHIR); preparing a report for a NYS Department of Health-funded, NYeC-administered effort on the need for health analytic services throughout the state; facilitating a learning collaborative for five PCMH Level 3-certified FQHCs in NYC to integrate behavioral health and primary care.
David received his master’s degree in public administration from New York University and his bachelor’s degree from The University of Chicago. He is a board member of the Texas eHealth Alliance and board secretary of the Casey Health Institute, an integrative health center in Gaithersburg, MD.
David loves to cook, and makes the wildly unsubstantiated claim to be the only health policy expert to have played on a curling team. He lives in New York City with his wife and two children.
