Deborah Zahn brings 20 years of health policy and program development and implementation experience to her clients. A strategic planner and expert facilitator, she specializes in helping multi-stakeholder alliances reach agreement and move forward.
Deborah currently works with statewide primary care associations, health centers and hospitals to develop and implement new models of care and payment and to secure operating capital and programmatic funds.
Prior to joining HMA, Deborah worked at the New York State Health Foundation, leading its Diabetes Policy Center and the launch of a $35 million statewide diabetes campaign. In that position, she secured additional Medicaid reimbursement for critical diabetes services.
Deborah also led policy and government relations for the Primary Care Development Corporation, where she worked to promote primary care and to improve care for the underserved. Her work with a coalition of primary care organizations helped shift an additional $300 million to primary care in New York.
Deborah directed three cornerstone initiatives for uninsured and underserved populations in Alameda County, California – Community Voices, Communities In Charge and Frequent Users of Health Services. She rallied support for passage of a sales tax initiative generating more than $90 million annually for the safety net system. Deborah also managed a system-wide self-care and prevention program for Northern California Kaiser Permanente.
Deborah earned her master’s degree in public health and bachelor’s degree from the University of California at Berkeley.
On the weekends, you can find Deborah tending her chickens and mini-vegetable farm in upstate New York.
