Eileen Ellis is a nationally recognized expert on health care reimbursement and financing, with a special emphasis on Medicaid and indigent health care. Eileen also has expertise in Medicaid eligibility rules, caseload forecasting and analysis.

Eileen has used her expertise to assist states and communities in developing new health coverage programs for the uninsured and finding revenues to support these initiatives. Eileen partnered in the development of all 28 Michigan county health plans which serve an estimated 150,000 individuals. She has also identified nearly $90 million in new funding to extend basic health care services to low-income Michigan residents who do not qualify for Medicaid.

Eileen is currently working with states on development of health benefits exchanges and new models of health care for persons enrolled in both Medicaid and Medicare. Eileen also performs program and trend analyses for major national foundations.

Eileen previously held several senior positions in social services and budget agencies of Michigan state government. She was a senior Michigan Medicaid official for more than six years, serving as director in 1991.

Eileen received both her master’s degree and bachelor’s degree in mathematics from the University of Michigan.

Eileen describes consulting as her “spare time” activity, with music performance as a primary passion in life. She currently directs and plays handbells, plays the organ, and can sometimes be seen in the percussion section of her church orchestra playing chimes, timpani and other “toys.”
