Elaine Peters, BA
With more than 30 years of experience in health and human services programs, Elaine Peters is an expert in Medicaid, CHIP, TANF and other publicly financed health care programs. She specializes in budget development, policy development, and analyses of federal and state legislation.
Prior to joining HMA, Elaine was the staff director for the Florida Senate Health and Human Services Appropriations Committee. She was responsible for overseeing the $26 billion appropriations and budget conforming legislation for all state health and human services agencies.
She worked in the Florida Governor’s Office of Planning and Budgeting, where she was instrumental in the initial development and implementation of the Florida KidCare program. She also worked for Florida Medicaid and has expertise in fiscal agent procurement and contract management, social and economic services programs, and other health and human services programs.
Elaine has a bachelor’s degree in business administration and marketing from Florida State University.
