Esther is skilled in developing descriptive materials for Medicaid program eligibility and covered services. She has analyzed Medicaid policies and procedures in multiple states and has supported numerous organizations in understanding changes in federal and state Medicaid regulation.
She is experienced in providing technical assistance to state Medicaid officials in their development of procurements to support program activities and has assisted numerous managed care organizations and other entities in responding to Medicaid solicitations.
Esther has more than 30 years of experience in Medicaid program policy and administration. She was a senior advisor to the Michigan Medicaid director, participating in operations decisions and in the design and implementation of virtually all program policies. She is also well versed in health care fraud and abuse.
For many years, Esther served as an advisor to federal and state Medicaid fraud prosecutors and as an expert witness in both federal and state courts.
