Estrelitta Harmon is an experienced public health project manager with more than 10 years of experience in large-scale project implementation, stakeholder engagement, training, and health equity-centered work. Her interests include projects centered around health equity, social determinants of health, women’s health, strategic planning, and capacity building projects.
Prior to joining HMA, Estrelitta worked for a global non-profit and startup as a project manager and business analyst covering large-scale initiative management. In this role, she collaborated with stakeholders on multi-scale, end-to-end project management where she assessed business implications for each project phase and monitored progress to meet deadlines, standards, and cost targets.
Estrelitta previously served in multiple leadership roles at the Illinois Department of Public Health. In her role as chair of the department’s Health Equity Council, she led the implementation of the State Health Department Organizational Self-Assessment for Achieving Health Equity plan. As the division chief of grants management and administration, she launched the department’s first electronic grants system (EGrAMS) and facilitated trainings for local health departments, non-profits, and community-based organizations on navigating the state’s grant processes. Estrelitta also served as program manager for more than $200 million in Affordable Care Act pass-through grants spanning multiple years.
Estrelitta previously served as the project director and principal investigator for the Centers for Disease Control and Prevention (CDC)’s National Public Health Improvement Initiative grant and the Robert Wood Johnson Foundation’s Accreditation Readiness grant. She also provided leadership during the department’s Public Health Accreditation (PHAB) process.
Estrelitta earned a bachelor’s degree in sociology and a Master of Public Health in health policy and administration from the University of Illinois at Chicago. She is also Lean Six Sigma Green Belt certified.
