Gaylee Morgan, MPP
Gaylee Morgan has 15 years of experience in Medicaid policy and financing, provider reimbursement, financial modeling, managed care and delivery system reform.
Gaylee recently led a strategic assessment of primary care capacity for a major metropolitan area. She has worked with numerous providers to assess the feasibility of becoming federally qualified health centers (FQHCs) and successfully apply for FQHC designation. She has supported the development and implementation of financing strategies for FQHCs, hospitals and health systems. She has also worked with providers and other organizations to develop innovative strategies to increase access to health care for the uninsured and underserved.
Prior to joining HMA, Gaylee was a finance analyst for a major academic medical center and a health financing analyst with the U.S. Office of Management and Budget (OMB). Gaylee worked with states and the Centers for Medicare & Medicaid Services (CMS) on the development of Medicaid waivers and analyzed the policy and budget implications of statutory, regulatory and administrative changes in the Medicaid program.
Gaylee has a master’s degree in public policy from The University of Chicago and a bachelor’s degree from Indiana University.
On the weekends, you can find Gaylee trying to set a 10K or half marathon personal record and spending time with her husband and two kids.
