For nearly three decades Jim Downie has been on the front lines of Medicaid policy and program innovation.
Jim’s career spans all aspects of the Medicaid program, including home and community-based services (HCBS) waiver compliance, interagency collaboration, consumer and advocate outreach, IT Governance, project management, and financial systems. He has participated in Federal HCBS waiver reviews, including on-site visits.
Jim served as Ohio’s Interagency Contract Manager for Medicaid Programs responsible for maintaining relationships between agencies and ensuring compliance with federal and state Medicaid regulations. These interagency agreements ensured HCBS waivers operated by other state and local agencies were compliant and successfully renewed.
Prior to joining HMA, Jim served as team leader for development of Ohio’s Electronic Health Record (EHR) Incentive program.
He has worked on many disability policy areas with a focus on attaining consumer and advocate input. Jim was Ohio Medicaid’s representative on the Ohio Brain Injury Advisory Council and also worked with Independent Living Council members.
Jim has extensive project management experience and was responsible for leading many complex projects including federal certification of Ohio’s new Medicaid Management Information System. This led to his role as Ohio Medicaid Portfolio Manager, responsible for the coordination and prioritization of all Medicaid production-oriented projects.
He received his bachelor’s degree from Ohio State University.
Jim, his wife, Karen, and two daughters enjoy culinary adventures and beachcombing whenever they can.
