Joan Henneberry came to HMA after serving as the planning director for the Health Insurance Exchange, where she formed and staffed work groups, and drafted the plan for the establishment of an exchange in Colorado. Her work at HMA assists public and private sector clients in their efforts to bring new services, higher quality, and better value to the health care system. She also serves as managing director of HMA Community Strategies which provides research and consulting for the human and social services sectors.
Joan served under Governor Bill Ritter, Jr. as the Executive Director of the Department of Health Care Policy and Financing, the state agency responsible for public health insurance programs including Medicaid, CHP+, long-term care, and state-funded programs for the medically indigent. She was the senior health policy advisor to the Governor, developing and implementing policies and programs that expanded the availability of public health insurance, increased financing for Medicaid through a hospital provider fee, and began tying quality measures to provider reimbursement. She led the effort to create the Center for Improving Value in Health Care, designed to make Colorado a leader in providing high-quality, affordable health care and to align cost and quality measures throughout the healthcare system. Colorado was one of the first states to develop an accountable care model for Medicaid, moving away from a fee-for-service to a data driven, care management model for clients.
At the national level Joan has served on various boards and advisory committees covering implementation of new publicly funded programs, public health financing and regulation, Medicaid financing and cost-containment efforts, and implementation of Medicare Part D.
She has a master’s degree in management and completed the Senior Executives in State and Local Government program at the Harvard University, Kennedy School of Government. In 2011 Joan was honored as the recipient of the John Iglehart Award for Leadership in Health Policy from The Colorado Health Foundation. In 2010 she was the recipient of the “Champions in Health Care” Manager award given by the Denver Business Journal.
