With wide-ranging experience in both public and private sectors, Lynne Lyon provides clients with expertise in healthcare policy and managed care compliance. Utilizing a collaborative leadership approach, Lynne has a demonstrated ability to decipher complex regulatory frameworks to drive advanced problem resolution. Lynne has helped state agencies, managed care plans, hospitals, and provider associations undertake a variety of challenging healthcare issues; including recent work with two state Medicaid agencies to address Mental Health Parity and Addiction Equity Act (Act) MHPAEA compliance in their managed care delivery systems.
As director of compliance at Buckeye Health Plan, a subsidiary of Centene Corporation, Lynne’s leadership strengthened the compliance program during a time of significant change and growth across the health plan’s Medicaid, Medicare and health insurance marketplace products. Lynne held a range of positions in state agencies over 16 years. With the Ohio Department of Medicaid, Lynne served as the agency’s liaison to the Centers for Medicare and Medicaid Services (CMS) for approval of state plan amendments. In this role, Lynne collaborated with leadership from The MetroHealth System and directed the state policy team to gain federal approval and successfully implement a section 1115 demonstration waiver extending Medicaid coverage in Cuyahoga County prior Ohio’s statewide Medicaid expansion.
Accomplished in benefit design and reimbursement, Lynne enhances programming and products. As Medicaid policy manager for the Ohio Department of Mental Health, Lynne lead extensive policy analysis that informed state agency leadership and community stakeholders as they collaborated to refine the Medicaid behavioral health benefit. Lynne’s remarkable track record in healthcare policy includes her work as a Medicaid health systems administrator for Ohio’s Medicaid program where she specialized in hospital policy and reimbursement.
Lynne earned her master’s degree in health administration from The Ohio State University and her bachelor’s degree in psychology from the University of Findlay.
Lynne and her husband, Sean, have two delightful children and two ornery dogs.
