As an experienced healthcare administration professional, Lynne has helped state agencies, managed care organizations, hospitals, and provider associations undertake a variety of challenging issues. Lynne’s recent work includes consulting for state Medicaid agencies and managed care plan clients to address Mental Health Parity and Addiction Equity Act (MHPAEA) compliance, and assisting a behavioral health provider with a successful competitive grant funding award. Additionally, Lynne has provided extensive business development and procurement support to multiple health plans through project management, strategy and response development, and proposal evaluation.

Prior to joining HMA, Lynne served as director of compliance for a managed care plan. Lynne’s leadership strengthened the compliance program during a time of significant change and growth across the health plan’s Medicaid, Medicare, and health insurance marketplace products. Lynne held a range of positions in state agencies over 16 years. With the Ohio Department of Medicaid, Lynne served as the agency’s liaison to the Centers for Medicare and Medicaid Services (CMS) for approval of state plan amendments. In this role, Lynne collaborated with leadership from The MetroHealth System and directed the state policy team to gain federal approval and successfully implement a section 1115 demonstration waiver extending Medicaid coverage in Cuyahoga County prior Ohio’s statewide Medicaid expansion.

As Medicaid policy manager for the Ohio Department of Mental Health, Lynne lead extensive policy analysis that informed state agency leadership and community stakeholders as they collaborated to redesign the Medicaid behavioral health benefit. Lynne’s track record in healthcare policy includes her work as a Medicaid health systems administrator for Ohio’s Medicaid program where she specialized in hospital policy and reimbursement.

Lynne earned her master’s degree in health administration from The Ohio State University and her bachelor’s degree in psychology from the University of Findlay.
