Marcia Stein is a seasoned health care executive with over 20 years of experience developing and growing strong, high-quality multi-state managed care organizations (MCOs), specifically those coordinating care for Medicaid and Dual-eligible Special Needs Plans (DSNP) beneficiaries. She specializes in standing up new Medicaid and DSNP health plans, building and leading their operations and bringing them to profitability. Marcia has overseen the startups of five Medicaid and DSNP plans.
A skilled strategic planner, Marcia brings HMA’s clients demonstrated success driving organizational growth, building strong operations and improving profitability. Her passion is the safety net.
Before joining HMA, Marcia was Kaiser Permanente’s (KP) executive director of Medicaid. She led the Medicaid strategy, operations, and financial performance for the enterprise portfolio and built KP’s first Medicaid request for proposals (RFP) procurement department.
Marcia is an expert in DSNPs, including licensing, network development, finance and operations. She co-founded Senior Whole Health (SWH), one of the first fully integrated DSNPs, and led SWH’s entry into the New York and Connecticut markets. SWH was INC’s #1 Fastest Growing Company in 2008. She has also worked extensively within the federally qualified health center (FQHC) environment, providing financial and operations support as well as assistance in the transition to risk-based reimbursement models.
Marcia earned her doctorate in health policy from the Heller School for Social Policy and Management at Brandeis University. She has a master’s degree in physics from Tufts University and a bachelor’s degree in English from the University of Chicago.
Marcia is a dedicated rower; in the mornings, she can be found on Boulder Reservoir in Colorado or the Charles River in Cambridge.
