Michael Noonan is a passionate researcher, innovator, and collaborator in the development of emerging healthcare technologies, capabilities, and strategies.

Prior to joining HMA, Michael was a practice leader in healthcare business consulting with Perficient, Inc. He was hired to establish and anchor the healthcare business consulting practice that focused on building strategic consulting capabilities and technology engagement. In this role, he was responsible for the overall practice strategy and go-to-market plans and drove the development of a consulting practice model.

At EPAM Systems, Michael held a leadership position in the company’s healthcare business consulting practice. He was responsible for strategy, business development, and engagement management. As a principal, he led a team that achieved the highest level of client satisfaction with a $24 million account and delivered consulting solutions that directly resulted in nearly $2 million of additional business within the first six months. Michael also contributed thought leadership and subject-matter expertise within payer, provider, and value-based care technology domain areas.

As the founder and managing principal of Strategic Health Consulting LLC, Michael established and led the firm, empowering healthcare organizations to achieve success at the nexus of technology, strategy, operations, and delivery. He was responsible for overall program leadership for implementation of the newest health plan in Massachusetts, including oversight of the Centers for Medicare and Medicaid Services (CMS) and third-party administrator (TPA) account relationships, technology strategy/roadmap development, and contract management. He also provided management consulting, IT strategic planning, and delivery leadership for multiple Accountable Care Organizations (ACOs) and the Massachusetts Health Information Technology Innovation group.

Michael earned a Master of Business Administration in management information systems from Bentley University and a Bachelor of Science degree in business administration from Stonehill College. He is an instructor and faculty advisor in the Health and Medical Informatics program at Brandeis University, a certified Project Management Professional (PMP), and a Certified Professional in Electronic Health Records (CPEHR).
