Ray Jankowski is a Medicaid managed care and hospital executive with a healthcare management and consulting career spanning more than 37 years. Ray has extensive experience with Medicaid managed care finance and operations, financial modeling, integrated delivery systems, and safety net providers. In addition, he has 22 years of experience in executive management of hospitals, specializing in fiscal management, revenue cycle, payer contracting, and administrative operations.
Since joining HMA more than five years ago, Ray has developed financial models to support strategic and organizational planning efforts for a major public health system, a community based organization, hospital behavioral health services, and multiple federally qualified health centers (FQHCs) and other clinics. He has worked with multiple public and academic healthcare systems, including a CFO mentoring role for a county health care agency in California and a long-term strategic planning process for one of the largest public health systems in Texas. In addition, he has provided consulting services for three California counties, as well as counties in Arizona and New York. He also has provided revenue cycle management consulting in several counties and clinics, as well as several projects related to strategic financial planning related to behavioral health services. Finally, Ray has supported managed care organizations (MCOs) in responding to state Medicaid procurements.
Prior to joining HMA, Ray served in multiple executive roles for CalOptima, the County Organized Health System in Orange County. Over the years, CalOptima has grown to a more than $3 billion public healthcare agency serving approximately 800,000 Medicaid, Children’s Health Insurance Program (CHIP), and dually eligible beneficiaries. Ray played an integral role in the growth and sustainability of CalOptima, having served as its first CFO, later as COO, and more recently as executive director of its Medicaid Program, in which he was responsible for oversight of CalOptima’s delegated healthcare network and other providers. In addition, he has served as CFO for three hospitals and CEO for a small independent hospital, all in Southern California.
A licensed certified public accountant (inactive) in California, Ray also is a Chartered Global Management Accountant and a Healthcare Financial Management Association (HFMA) Fellow with certifications in revenue cycle, finance and accounting, managed care, and financial management of physician practices. Ray has a Master of Business Administration in finance from the Anderson Graduate School of Management at UCLA and a bachelor’s degree in chemistry from UCLA.
