Sarah Jagger brings expertise in Medicaid policy development and stakeholder consensus building to HMA.
As director of policy for the Indiana Office of Medicaid Policy and Planning, Sarah was accountable for all stages of the policy life cycle from regulation analysis and policy development to final program implementation. She engaged with legislators, health care providers, consumer advocates, state and federal government agencies and other stakeholders to develop strong relationships and build the consensus necessary for policy change.
Sarah also oversaw federal and state compliance activities for the Indiana Medicaid program, including administration of the state’s 1115 and 1915(b) managed care waivers and 1915(c) home and community-based services (HCBS) waivers. She worked closely with CMS to secure the transition of federal authority for the state’s Care Select (PCCM) program from a 1915(b) waiver to a 1932(a) state plan amendment. This transition allowed the state to gain administrative efficiencies and provide a greater focus for the program’s disease management functions.
As the Medicaid behavioral health liaison, Sarah worked collaboratively with the Indiana Division of Mental Health and Addiction. She championed the transformation of the behavioral health delivery system to ensure 90,000 low-income Hoosiers have access to and receive necessary recovery-oriented services through appropriate funding sources.
Sarah earned her law degree and master’s degree in public health from Saint Louis University and her bachelor’s degree from the University of Notre Dame.
