Consistently delivering sustainable revenue and profit growth in highly competitive markets, Shannon Mayer is an impactful healthcare executive with over 30 years of experience. Shannon is recognized for attaining results in Medicaid and Medicare Advantage’s highly regulated environments. Her areas of expertise also include organization-wide communications, facilitation, motivational leadership, exceptional rapport building and relationship management.
Before joining Health Management Associates, Shannon was the senior director of Optum advisory services and government programs, where she fostered collaboration and built consensus. She developed and led the managed services team, made up of clinicians, operations staff, and account management professionals, and she collaborated across the sales and implementation teams to transition six existing clients to new platforms and departments within Optum. Shannon also brought in three new clients, providing clinical case management, denial management and utilization management for Medicaid and Medicare Advantage programs.
Previously, Shannon served as the vice president of Optum’s provider institutional skilled nursing product (ISNP). In this role, she built the external ISNP operations team, offering vendor oversight of the first external ISNP Optum client. Shannon’s responsibilities included completing the client’s operations transition, managing stakeholders’ priorities to provide timely implementation, reporting, and dashboard metrics, and managing multiple cross-functional team members through the COVID-19 pandemic and the opening of 20 new facilities.
Shannon gained experience working with government programs serving as the chief executive officer (CEO) for United Healthcare and Hennepin Health. With United Healthcare, Shannon assessed and pursued government program opportunities in Minnesota, including Medicaid Children & Family, integrated dual products, long-term services and supports products, and Special Needs Basic Care. She also introduced United Healthcare Medicaid concepts to Minnesota market stakeholders and worked collaboratively on identifying process and cost-saving opportunities for ongoing affordability work and care continuum for remediation efforts.
As Hennepin Health’s CEO, Shannon served Hennepin County Medicaid and Special Needs Basic Care government program populations. She was responsible for the profit and loss of the health plan, strategic direction, and operations. Shannon also improved organizational efficiency, compliance and effectiveness through structural adjustments and refined the business process to accommodate a call center offering enrollment and claims processing support. While the membership tripled, she delivered positive financial outcomes for the organization.
Shannon worked as an independent healthcare consultant, specifically providing process improvement, regulatory compliance, organization design, program management and project management services focused on Medicare and commercial products. Prior to this, she was vice president of administration for Blue Cross Blue Shield of Minnesota, administering its Medicare Prescription Drug Part D 5 Star program. She was responsible for operations and strategic planning, including developing a vendor relationship for medical management to support financial growth and business development objectives, resulting in a $5 million revenue increase.
Shannon earned her Master of Business Administration from the University of St. Thomas and her Bachelor of Arts in international business from Hamline University. She is a certified Six Sigma-Green Belt and a certified professional project manager through the University of St. Thomas. She is also an active member of Women Business Leaders Group and the Women’s Health Leadership Trust Organization.
