Surah Alsawaf is a senior consultant specializing in Medicare and Medicaid managed care regulatory compliance. She has experience with regulatory implementation, creating reports based on new regulatory guidance, and advising business units on how to modify operational processes to ensure compliance. 

Prior to joining HMA, Surah worked at L.A. Care Health Plan where she held various positions within their compliance department. In her latest role, she managed the relationship and communications between the plan and its regulators, the California Department of Health Care Services and Centers for Medicare and Medicaid Services. She also led the regulatory reporting function and was responsible for ensuring accurate report submissions of qualitative and quantitative data to state and federal regulators.  

Surah has also led and supported Medicare and Medi-Cal regulatory audits, which include program audits, medical surveys, financial audits, and data validations conducted by the Centers for Medicare & Medicaid Services, the California Department of Health Care Services, and the California Department of Managed Health Care. She has lead pre-audit preparatory activities including mock audits, live system data validation, documentation reviews, and creating audit prep tools. Post-audits, Surah developed corrective action plans to address identified deficiencies and monitored them to ensure issues were remediated.  

Surah earned a Master of Public Health with an emphasis in health services and policy from the University of Southern California, a Bachelor of Science degree in neurobiology, physiology, and behavior and a Bachelor of Arts degree in linguistics from the University of California, Davis.
