With over 40 years of experience in public accounting and healthcare finance, Tim Powell is an expert in financial operations and management. He specializes in cost reporting and reimbursement, as well as strategic planning, process improvement, and technology and data utilization.
Before joining Health Management Associates and its Strategy and Transformation practice group, Tim was a senior consultant with a healthcare reimbursement and revenue integrity consulting firm. He concentrated on Medicare cost reporting, including S-10 audits, Life Safety, Incident Stabilization and Property Protection (LIP) and Disproportionate Share Hospital (DSH) audits, wage indexes and appeal management. He also contributed to developing and testing innovative Medicare cost reporting software, delivering notable results in wage index and uncompensated care engagements.
In addition to his deep Medicare cost reporting experience, Tim has increased reimbursements and recovered millions of dollars for providers in a range of areas, including Medicare bad debts, Medicare Advantage, direct and indirect medical education, transplant and 340B reimbursements; uncompensated care payments; and DSH payments. He is a recognized thought leader in the healthcare finance industry, regularly contributing to RAC Monitor, ICD-10 Monitor and Healthcare Financial Management Association (HFMA) events nationwide.
Tim is a skilled strategic planner, identifying opportunities for revenue cycle and process enhancements. As a manager with a large teaching hospital, Tim has overseen five hospitals, and with Sinai Medical Group has served as acting director of revenue cycle.
He utilizes health data analytics and health information technology (HIT) to help drive improvements. Technically proficient in a range of software, programming languages, and electronic health record (EHR) systems, Tim has improved budgeting databases and other financial management tools and created a claims parsing tool to parse 835 and 837 remittance advices. He also extracted data from Google’s application programming interface (API), hypertext preprocessor, and MySQL database, to create a searchable map of healthcare facilities across the United States that leverages data from Medicare Cost reports.
Tim earned his bachelor’s degree in business economics from the University of California. He received his healthcare financial professional and revenue cycle representative certifications from HFMA. He is a certified public accountant in the State of Florida.
Tim is a dedicated ocean swimmer, swimming two miles each day, and supporting climate and clean up efforts to remove plastic from the oceans.
