Sukey Barnum is an experienced professional in healthcare policy, program development, implementation and operations, and healthcare information technology management.

For more than 26 years she has held positions in state agencies, healthcare consulting organizations, and healthcare information technology (IT) services and solutions organizations. Sukey has a passion for helping her clients and teams hone issue identification, conduct root cause analysis, identify solutions, and facilitate resolution. Her broad background enables her to tackle questions, challenges, and problems – even the most ambiguous – and to identify a path forward.

At HMA, Sukey marries her policy and program background with her knowledge of how to operationalize policy to help clients achieve their goals.

Before joining HMA, Sukey spent more than a decade helping healthcare IT companies design, develop, implement, and operate state Medicaid Management Information Systems, and other systems supporting state health and human service customers. In various roles, she managed requirements identification, design, development, testing, organizational readiness, operations readiness, implementation, stabilization, certification, ongoing operations, client relationship management, governance procedures, and profits and losses.

Sukey previously served in two state agencies including as a senior policy analyst for Washington’s State Health Care Authority where she managed the development of the state’s policy, budgeting, and plan for implementation of Medicare Part D relative to the state’s retiree health benefits. Additionally, she was bureau chief at Ohio’s State Medicaid Agency and was responsible for budget development, strategic planning, constituent and stakeholder management, and supporting major expansions of the use of managed care. She also oversaw CHIP implementation, eligibility policy and application processes, Early and Periodic Screening, Diagnostic and Treatment (EPSDT) policy and oversight, and coordination between Medicaid and other human service programs.

She earned a bachelor’s degree from Oberlin College and a Master of Public Administration from The Ohio State University.
