Sharon Silow-Carroll specializes in health policy research and analysis. She has more than 25 years of experience collaborating with public and private organizations and major health care foundations in publishing research-based reports and issues briefs on innovative initiatives to improve healthcare system quality, access, value, and coverage. Her pioneering research helps inform federal and state policymakers as they prepare, plan, and implement health reform.

Sharon is the principal investigator on studies of Medicaid policies and programs, children and youth with special healthcare needs (CYSHCN), and maternal/women’s health. She led an HMA team examining the impact of policy flexibilities enacted during the COVID-19 public health emergency on CYSHCN, their caregivers, and their providers. She has published reports on access to reproductive health services, state interagency collaborations to coordinate care for children with medical complexity, and state Medicaid managed care contract provisions related to value-based payments, network adequacy, and access to services. .

Sharon has done extensive work on defining and identifying best practices in patient-centered care for underserved populations.  She has also supported safety net health care systems and health plans in developing new approaches to serving Medicaid, Children’s Health Insurance Program (CHIP) and individuals with special needs.

Prior to joining HMA, Sharon was senior vice president for the Economic and Social Research Institute in Washington, DC, where she directed and conducted research studies on a range of health care issues.

Sharon earned her Master of Business Administration from the University of Pennsylvania Wharton School and master’s degree in social work from the School of Social Policy & Practice at the University of Pennsylvania. Sharon is a frequent expert lecturer and presenter.

Sharon lives with her husband in northern New Jersey and was a founding member of HMA’s New York City office.
