Angela Bowen is a subject matter expert on payer coverage of the National Diabetes Prevention Program (National DPP) lifestyle change program. For more than five years, she has collaborated with state agencies, Medicaid, Medicare, commercial and employer health plans, the National Association of Chronic Disease Directors (NACDD), and other stakeholders to increase the program’s coverage and implementation.

At Health Management Associates, Angela works with all types of payers and their partners to secure coverage for the National DPP lifestyle change program. She is a skilled communicator and educator, leading content creation for multiple projects promoting the program. Angela oversees the National DPP Coverage Toolkit (coveragetoolkit.org), providing resources to states, commercial health plans and employers on topics related to coverage, ranging from policy to payment.

Angela emphasizes improving access to the lifestyle change program for populations of focus, including expanding access for individuals in correctional facilities and increasing enrollment of individuals with a previous diagnosis of gestational diabetes to improve maternal health. She is a recognized thought leader, authoring multiple publications and presenting at the 2024 Spring National Commission on Correctional Health Care (NCCHC) Conference on offering the program in correctional facilities.

Leveraging her research, analysis and project management experience, Angela has designed plans for years-long contracts with upwards of 50 separate deliverables and timelines. She personally engages with clients and partners, ensuring their needs are met and that deliverables are on time and high quality.

Angela has an educational background in law and public administration. Her career experience includes legal research, policy analysis and program evaluation. She is also proficient in Spanish.

Angela earned her Juris Doctor degree from Brigham Young University’s J. Ruben Clark Law School. She has a Master of Public Administration and a Bachelor of Arts in Humanities, also from Brigham Young University.
