Jennifer Forster is a results-driven healthcare professional with experience managing health and insurance products while developing and maintaining strong stakeholder relationships. With a comprehensive understanding of Medicaid managed care, she brings an awareness of healthcare consumers and payers’ needs.  

Before joining HMA, Jennifer was SimpliFed’s vice president of payer and market strategy, where she focused on improving access to virtual lactation support services by developing and executing the company’s payer market strategy. She built out the company’s provider relations team, improving patient referrals, and closed 10 payer contracts in two years, driving exponential growth in patient acquisitions. 

Jennifer specializes in market and sales strategy, product development, consumer health engagement, and new business implementation. She has end-to-end experience with the product lifecycle, managing strategic analysis, planning, development, implementation, and monitoring efforts. To support product utilization and access to care, Jennifer prioritizes marketing efforts, stakeholder engagement, thought leadership promotion, and advocacy efforts. Throughout her career, she has worked with products like SimpliFed’s Maternal Health Operating System (mOS), Cotiviti’s Eliza, and Tufts Health Plan’s $1 billion portfolio of state and public plans products. 

Drawing on her extensive experience, Jennifer provides expert guidance on healthcare regulatory and contract compliance, regulatory and policy analysis, strategic capture planning, proposal writing, and program analysis and evaluation. She held progressive roles in government and regulatory entity relations, including director of public partnerships at Tufts Health Public Plans, overseeing regulatory and contractual relationships, serving as corporate liaison to seven state and federal regulatory bodies, and led public policy and advocacy initiatives. She worked proactively and cross-functionally to maintain regulatory and contractual compliance, provide training and resources to staff, and develop plans for compliance with new requirements. 

Jennifer earned her master’s degree in public administration from the Maxwell School of Citizenship and Public Affairs and her bachelor’s degree in marketing from Syracuse University.
