Carolyn San Soucie specializes in data science and Medicare payment policy, combining deep analytical skills with expertise in coverage, payment and pricing research. Her background includes advanced work in econometric methodologies and programming proficiency across SAS, R, Python, and Stata, supporting clients with evidence-based strategies for sustainable payment models and equitable coverage. 

Before joining HMA, Carolyn was a senior research assistant at the Medicare Payment Advisory Commission, where she contributed to multiple annual reports that informed national policy decisions. She also held research positions at the Massachusetts Health Policy Commission, Massachusetts General Hospital, the National Bureau of Economic Research, and Boston Children’s Hospital. 

Carolyn has extensive experience designing and leading research projects employing quasi-experimental designs, machine learning techniques, and administrative data analysis. Her work includes studies on Medicaid coverage and redetermination; rural health policy and rural hospital payment provisions; and the impact of hospital mergers and closures on commercial pricing. 

Carolyn earned her doctorate in health policy analysis from Harvard University. She has a bachelor’s degree in Plan II Honors and biochemistry, with a minor in Spanish, from the University of Texas at Austin and a graduate certificate in public health from UTHealth School of Public Health.
