Carrie Rosenzweig is an experienced consultant specializing in health policy analysis, qualitative research, grant writing, and project management. Her research focuses on vulnerable populations and particularly on coverage and access to reproductive and maternal health services for low-income women covered by Medicaid. At HMA, Carrie supports a wide range of clients including state governments, community-based behavioral health providers, hospitals, health plans, and foundations.

Prior to joining HMA, she developed and wrote in-depth briefs and reports as a policy analyst at the Kaiser Family Foundation, examining key issues related to coverage and access to sexual and reproductive health services for uninsured women, women with private insurance, and those covered by the Medicaid program.

She also analyzed administrative regulatory action and proposed federal and state policies with a focus on their potential impact on women. In addition, her work there included the development of surveys to evaluate the provision of reproductive health care services in settings such as Medicaid managed care plans and community health centers.

She earned a Master of Public Policy from University of California, Berkeley and a bachelor’s degree in Spanish language and literature from the University of Michigan.
