Alisher Abdullaev has extensive experience providing business solutions through financial analysis, financial and predictive modeling, data mining, research and analysis, and data visualization. Alisher is currently responsible for analytical support on various vendor rate study projects for home and community-based services (HCBS) for individuals with intellectual and developmental disabilities (I/DD) in multiple states including California, Oregon, Virginia, Vermont, Maine, and Hawaii.

Alisher has experience analyzing large data sets including service recipient claims and authorizations data to demonstrate utilization, correlations, and differences across cohorts for developing needs-based individual budgets in order to better allocate limited government funds. He also developed models based on large data sets to inform clients of their programs’ current state and the impacts of implementing proposed rate models and potential policy changes.

Prior to joining HMA, Alisher’s work involved conducting information systems, investigative, compliance, financial, and operational audits for a health and human services state government agency in Arizona and a commercial/retail bank in Washington states. Alisher also led various projects to improve audits through data analytics by incorporating concepts of big data and continuous monitoring.

Alisher earned a Master of Science in information management from Arizona State University, W.P. Carey School of Business, and a Bachelor of Science in accounting from Grand Canyon University. Alisher is a Certified Information Systems Auditor and a Certified Internal Auditor.
