Brian Meyer has over 17 years of experience working with the Florida Medicaid program with a focus on auditing and managing the financial and operational aspects of Medicaid.  

Prior to joining HMA, Brian served in several roles with the Florida Agency for Health Care Administration, the state’s Medicaid agency. As the assistant deputy secretary for Medicaid Operations, he oversaw the Medicaid managed care plans and the Medicaid Management Information System (MMIS) and enrollment broker vendors. He helped develop the procurements and was a contract negotiator for several system modules that will replace and transform the existing MMIS. He also led a redesign of the operational structure of the Medicaid program to take full advantage of the new modules’ capabilities to deliver better program outcomes.    

In the role of bureau chief of Medicaid data analytics, Brian led a team of data scientists responsible for producing business intelligence that supported federal and state reporting, budgeting, capitation rate-setting, and population health initiatives. He led an initiative that improved the accuracy of managed care encounter data, ensuring Medicaid had the data needed to manage the $30 billion program, and was involved in drafting Medicaid managed care plan procurements and evaluating and negotiating managed care plan bids.  

As a financial administrator, Brian was responsible for the financial oversight of the state’s Medicaid managed care plans, which included analyses of health plan financial statements prepared under Statutory Accounting Principles, as well as ensuring compliance with surplus and solvency requirements, federal medical loss ratio reporting, and achieved savings rebate calculations. 

Prior to joining the Florida Agency for Health Care Administration, Brian was a lead auditor with the Florida Auditor General, where he led single audits and operational audits of Florida’s Medicaid program.  

Brian has a master’s degree in accounting from Florida State University and a bachelor’s degree in history from the University of North Florida. He is a licensed Certified Public Accountant.
