Clint Eisenhower is an executive leader with 25 years of experience spanning federal and state government and healthcare consulting, with deep expertise in Medicaid program integrity, fraud, waste, and abuse (FWA), and managed care oversight. He helps organizations strengthen compliance, reduce improper payments, and modernize operations by pairing policy and program strategy with data-driven analytics and technology-enabled solutions.
With Health Management Associates, Clint leads business development and delivery across the Keystone Region—Pennsylvania, Ohio, Indiana, Delaware, and West Virginia—while supporting federal work, including the Centers for Medicare & Medicaid Services (CMS). He also serves as a FWA subject matter expert, advising clients on program integrity strategy, oversight approaches, and practical actions that improve performance and accountability.
Clint has proven success steering program integrity initiatives at both the state and federal level. At CMS, he led the development and public release of a five-year Medicaid program integrity strategy designed to increase transparency and accountability, enable stronger data sharing, and reduce Medicaid improper payments. Clint’s work resulted in new and enhanced initiatives, including stronger audit functions, increased beneficiary eligibility oversight, and enhanced enforcement of state compliance with federal rules. At the state level, Clint directed the Pennsylvania Department of Human Services’ Bureau of Program Integrity, managing 220 employees responsible for detecting and deterring Medicaid FWA and ensuring Medicaid was the payer of last resort through third-party liability (TPL) cost avoidance. This work saved hundreds of millions of dollars annually and included measurable improvements in recoveries and processing timeliness.
In addition to his FWA expertise, Clint has Medicaid operations and oversight experience that spans state agency implementation, federal technical assistance, and consulting leadership. At CMS, he managed the Medicaid Integrity Institute (MII), guiding national training for state Medicaid professionals. In consulting roles, he has also led and advised on major CMS initiatives including Medicaid program integrity reviews, Upper Payment Limits (UPL) and Disproportionate Share Hospital (DSH) payment support, and value-based purchasing work under an 1115 demonstration evaluation.
He prioritizes operational improvements to support organizational goals, focusing on technology and analytics tools that strengthen oversight, monitoring, and compliance. At Abt Global, Clint led digital solutions, data, and analytics work across CMS, the Health Resources and Services Administration (HRSA), the Agency for Healthcare Research and Quality (AHRQ), the U.S. Department of Justice, and state Medicaid. Supporting the CMS Nursing Home Compare, CMS Home Health/Hospice quality reporting program, CMS Cell and Gene Therapy Evaluation and the CalAIM Technical Assistance Marketplace agreements, he secured multimillion dollar agreements. He also served as senior advisor and technical lead for a Centers for Medicaid and CHIP Services (CMCS) contract supporting strategic Medicaid and CHIP managed care monitoring, including the rebuild and transition of the Managed Care Contract Rate Review System (MC-CRS) to the CMS Amazon Web Services (AWS) environment.
Clint has earned his Bachelor of Arts in political science from Lebanon Valley College.
