David Fosdick is a subject matter expert on the structure and financing of state health and human service programs. His experience spans consulting, legislative and executive roles, giving him a deep understanding of public health insurance, healthcare, and human services policy and programs. 

Before returning to Health Management Associates (HMA), David worked in Michigan’s State Budget Office as director of the Office of Health and Human Services. This office is responsible for constructing Michigan’s $35 billion Department of Health and Human Services (DHHS) budget, which funds the state’s Medicaid program as well as the behavioral health, public health, public assistance, child welfare, and state hospital systems. As director, David oversaw the forecasting and monitoring of DHHS’ entitlement program enrollment and costs. 

In addition to his fiscal management experience, David has a background in Medicaid, behavioral health, and human services policy. Working with the State Budget Office and Michigan’s Senate Fiscal Agency, he has provided state executive and legislative leadership with fiscal and policy recommendations related to budget development and statutory change. In his previous role with HMA, he assisted providers, insurers, state healthcare and correctional agencies, and community organizations with policy analysis on a range of topics, including Medicaid and the Affordable Care Act.    

David’s Medicaid expertise also extends to special financing. As a consultant, he has assisted clients with modeling and forecasting Medicaid provider tax changes. With the state, he contributed to the development of provider tax changes necessary to account for new federal regulatory requirements and a state revenue shortfall. 

He earned his Master of Public Affairs in public policy analysis from the University of Wisconsin-Madison and his bachelor’s degree in public administration and history from Western Michigan University. 

David is the proud father to two boys and a lifelong Buffalo Bills fan.
