A licensed clinical social worker and a certified project management professional, Deborah (Debby) McNamara came to HMA from the Florida Medicaid program. Her areas of expertise include Medicaid policy, clinical behavioral health care, managed care, and correctional health care. Debby is experienced in procurement and contract development, program evaluation, regulatory compliance monitoring, and quality and performance measurement strategies and tools including HEDIS.

As bureau chief and quality coordinator for the Florida Agency for Health Care Administration, Debby developed new quality and performance standards for Florida’s Medicaid health plans. She led external quality review, waiver and research contract evaluation, and encounter data collection and analyses. She supervised the project management office. She also coordinated the procurement and implementation of the Florida Medicaid prepaid mental health plan, expanding managed behavioral health care statewide.

Debby believes in continual quality improvement, professional development, and serving people holistically. Her combination of clinical and formal project management skills enable her to effectively tackle even the most complex client projects.

Debby has a master’s degree in social work and bachelor’s degree in psychology and information studies from Florida State University.

When not working, Debby is chasing her son and five four-legged children. Before kids, she enjoyed reading, cooking, playing the clarinet, and sleeping for eight hours uninterrupted – all things she hopes to enjoy again one day.
