A health insurance exchange leader, Hannah Turner has over a decade of experience implementing policy, business operations, and information technology (IT) solutions. Having led multiple state-based marketplace transitions, she is well versed in commercial insurer relations, producer engagement, customer service, operations and compliance.

Before joining Health Management Associates, Hannah led the Pennsylvania Health Exchange Authority’s state-based marketplace implementation as the operations special advisor. In this role, she migrated more than 250,000 customers from HealthCare.gov onto the state-based exchange and contributed to a 28 percent increase in enrollment over three years. Hannah was responsible for overseeing all aspects of the implementation, including designing the customer complaint and escalation process, developing plan certification policies, and managing 16 insurer relationships from onboarding to ongoing operations. She verified system compliance and directed rapid implementation of changes in federal law, including the American Rescue Plan and the Inflation Reduction Act.

Hannah’s innovative and flexible leadership is demonstrated through her success leading insurance marketplace transitions and implementations. She has led other implementations of state-based Affordable Care Act marketplaces and two state-based small business marketplace implementations, which included working with the Medicaid and Children’s Health Insurance Program (CHIP) and the Small Business Health Options Program (SHOP).

With these implementations, Hannah developed IT solutions unique to each marketplace, meeting policy requirements, operational needs, and missional goals within budgetary limitations. She has experience leading all aspects of IT development, from roadmapping to operations and maintenance (O&M) prioritization. With the DC Health Benefit Exchange Authority, she deployed a custom IT solution and custom operational processes in five months.

Hannah is a subject matter expert on a variety of eligibly and compliance topics. Hannah has experience in insurance affordability program eligibility determinations, including advance premium tax credits (APTC) calculations and cost-sharing reductions (CSRs). She has expertise in additional eligibility assessments, including Medicaid determinations, Federal Data Services Hub (FDSH) verifications, Data Matching Issues (DMIs), qualifying life events and special enrollment periods, and complex cases. She also has led system compliance verifications, including Selective Monitoring and Assessment of Risks and Trends (SMART) audits, the Centers for Medicare and Medicaid (CMS) Operations Readiness Reviews (ORRs), CMS Open Enrollment Readiness Reviews (OERRs), Internal Revenue Service (IRS) compliance audits and audits by other external entities.

Hannah earned her bachelor’s degree in computer science from St. Mary’s College of Maryland. She is a group benefits associate and a certified employee benefit specialist candidate with the International Foundation of Employee Benefit Plans.
