With more than 30 years of experience in early childhood, healthcare, and human services across multiple states, systems, and programs, Jamie Kilpatrick brings a deep understanding of the programmatic, financial, and technical aspects of services and program accountability. His senior leadership and expertise in data analysis, policy and finance uniquely position him to provide strategic direction and deliver results in complex systems.
Before joining HMA, Jamie served as a state director of a multi-purpose, comprehensive direct services delivery office, having overseen its establishment. He provides unique data, system, policy and finance expertise critical to be a key leader and visionary in public sector services delivery.
Jamie is a recognized industry leader in leveraging data, policy, and financial expertise to drive transformative outcomes in service delivery. With experience supporting Temporary Assistance for Needy Families (TANF), Supplemental Nutrition Assistance Program (SNAP), Medicaid, and workforce development assistance, Jamie implemented strategies to streamline operations and enhance client outcomes across more the 150 government contracts. His efforts helped increase efficiency, strengthen accountability systems, and expand access to services.
Jamie earned a Master of Education in counseling from the University of Tennessee at Martin and a bachelor’s degree in sociology from the University of Tennessee at Knoxville. He is a certified Project Management Professional (PMP) through the Project Management Institute.
