Jennifer Maslowski is a dedicated public servant with over 20 years of experience in the health care field, including work in hospitals, ambulatory clinics, and inpatient and outpatient substance use disorder treatment and crisis stabilization facilities. Her areas of expertise include home and community-based services (HCBS) waivers, managed care, state plans, behavioral health, and quality improvement.

Prior to joining HMA, Dr. Maslowski was a health insurance specialist at the Centers for Medicare and Medicaid Services (CMS). In this role, she assisted states with Section 1115 demonstration waiver monitoring and evaluation activities, provided state directed payment quality oversight, and contributed to the development of Medicaid managed care regulations. She also developed quality improvement and monitoring oversight tools that included CMS’s Managed Care Quality Strategy Toolkit and External Quality Review (EQR) Network Adequacy Validation Protocols.

Prior to CMS, Dr. Maslowski worked at the U.S. Department of Defense (U.S. Army and U.S. Air Force). As director of process improvement and chief of quality assurance, she implemented and managed patient safety programs and fostered a culture of safe and quality care for active-duty military, veterans, and their families. She led multiple root-cause analyses and proactive risk assessments for a high-volume military deployment medical processing unit which resulted in improved safety initiatives. She participated in a Joint Commission and Accreditation Association for Ambulatory Health Care’s (AAAHC) survey readiness and accreditation process and implemented the Agency for Healthcare Research and Quality’s (AHRQ) TeamSTEPPS program. She served as the Health Insurance Portability and Accountability Act (HIPAA) compliance officer for the U.S. Air Force Air Mobility Command Surgeon General.

Dr. Maslowski earned a doctoral degree in industrial and organizational psychology from Capella University, a master’s degree in human resources development from Webster University, and a bachelor’s degree in social psychology from Park University. She is Lean Six Sigma Black Belt certified.
