Juan Montanez offers HMA clients a unique combination of health care information technology (IT), financial planning, business process reengineering (BPR) and project management expertise. Juan is skilled in strategic planning, quality improvement and performance measurement, cost-benefit and return on investment analysis, activity based costing and acquisition management.
During his time at HMA, Juan has led a Health Insurance Exchange feasibility assessment and planning project, the development of an MMIS modernization roadmap for a major provider of MMIS/fiscal agency services, an ACA operations and IT readiness assessment for the largest health insurance company in its state, and an eligibility and enrollment process and system redesign project for a four-county collaborative in California.
Prior to joining HMA, Juan held high-profile, executive-level consulting positions in both the public and private sectors:
As a senior consultant for a firm which is now part of Mercer Government Human Services Consulting, Juan led or was instrumental in numerous program reengineering, procurement and IT initiatives in Florida, Georgia, Hawaii, Minnesota, New Mexico, Puerto Rico and Tennessee. Juan also led the financial and IT planning components of a medical assistance program (MAP) reform project in the U.S. Virgin Islands, expanding the base of Medicaid covered services and reducing the outlay of local funds.
As an executive consultant for the Georgia Technology Authority, Juan directed an Authority-wide BPR initiative, improving organizational productivity and responsiveness. Juan also designed and implemented an activity based costing (ABC) toolset, enhancing management’s ability to articulate the value of agency services. Juan was also instrumental in the design and planning of the following IT initiatives: Enterprise Portal Interoperability Architecture, Converged Communications Outsourcing and State Data Center Modernization (later renamed GAIT) and Enterprise IT Security Program.
As director of strategic research and analysis for the Georgia Department of Community Health, Juan developed and implemented new processes and tools to forecast and interpret changes in the demand for Medicaid, CHIP and State Employee Health Plan services.
As director of financial planning for Southern Regional Health System, one of the largest integrated delivery systems in the Atlanta metropolitan area, Juan implemented a zero-based budgeting process and toolset that reduced budgeting cycle time and provided greater visibility into the system’s operations.
As manager of IT planning for PROMINA Health System, the largest integrated delivery system in Atlanta at the time, Juan develop the business case and built consensus for more than $25 million in new projects including a Web-based physician information network and an electronic medical record and patient indexing system.
Juan has an MBA from the Georgia Institute of Technology and a bachelor’s degree in engineering and a social sciences concentration in economics from the Massachusetts Institute of Technology.
Juan has two teenage daughters who are both volleyball mavens. He is also an “elite” level racquetball player and a lifelong New York Yankees fan.
