Julie Johnston is highly skilled in the design, implementation and operations of innovative publicly financed managed care programs. Her areas of expertise include new market and product expansions, business development strategies, and new models of coordinated care for children with special health care needs.

Prior to joining HMA, Julie held a variety of senior executive positions leading health policy, business development, and new program development and implementation for Evercare, a UnitedHealthcare company focused on government sponsored Medicare and Medicaid programs. Julie specialized in the development and adoption of managed long-term care and integrated Medicare and Medicaid delivery models serving the elderly, persons with disabilities and dual eligibles. She successfully led business development efforts and executed on growth strategies which resulted in the implementation of two new managed long-term care programs and a dual integration pilot.

Julie was also on the start-up executive leadership team for a statewide Medicaid, CHIP and managed behavioral health plan in Colorado. She supervised member services, provider services, enrollment and eligibility, member education, and care coordination. After launch, she also assumed responsibility for marketing, communications, media relations and legislative affairs.

Early in her career, Julie was the project manager for the information, referral and high-risk case management program for uninsured and low-income pregnant women in San Diego, California. She started her career as coordinator for the new California Access for Infants and Mothers (AIM) Program, developing a community-based marketing and outreach program to increase awareness and enrollment among uninsured pregnant women not eligible for Medicaid.

Julie holds a MPH from the University of North Carolina-Chapel Hill and a bachelor’s degree from the University of California-San Diego.
