Kipyn Miller is an enterprise-level strategy and transformation leader with 20 years of experience driving strategy, transformation, and growth across large-scale health and human service (HHS) programs, including Medicaid. She is recognized for translating business, policy, and operational complexity into executable strategies that improve system performance, user experience, and financial outcomes.
Before joining Health Management Associates, Kipyn served as a senior leader in strategy and transformation at a global consulting firm, where she expanded HHS capabilities across multiple states. In that role, she directed the development of multiple Medicaid-specific technology solutions and led major HHS transformation initiatives for state agencies in Texas and Arizona. She advised on Medicaid business processes and managed teams to implement innovative service delivery models. Kipyn held leadership roles in high-profile redesign projects, such as child welfare process optimization and Medicaid system enhancements. These initiatives improved operational efficiency and user experience for both agency staff and external stakeholders.
Kipyn also spent 16 years working with Texas Medicaid’s fiscal agent and led the legislative analysis, program management, strategic planning, and policy research functions needed to successfully operate the state’s Medicaid Management Information System (MMIS). Through her capacity supporting the Texas MMIS, Kipyn also worked with many of Texas’s non-Medicaid public health programs, including programs related to women’s health, children with special healthcare needs, and family planning services. Her leadership included crafting strategic plans, monitoring and interpreting legislation, and ensuring policy alignment during statewide Medicaid transformations, all within high-stakes environments and requiring collaboration across diverse stakeholders.
Kipyn earned a Master of Public Affairs degree from the University of Texas LBJ School of Public Affairs with a specialization in social and economic policy. She also has a Master of Education degree from the University of St. Thomas and a bachelor’s degree in Decision and Information Sciences from the University of Florida. Kipyn is a former Teach for America corps member, having taught children with disabilities in under-resourced schools in Houston, and she is a certified Lean Six Sigma Blackbelt.
