Patrice Devoe is a healthcare executive with more than 25 years of experience leading managed care operations, enterprise transformation, and healthcare technology initiatives. Her expertise spans operational performance improvement, program leadership, operational readiness, vendor strategy, regulatory compliance, and AI-enabled transformation across Medicare, Medicaid, Dual Eligible Special Needs Plans (D-SNP), commercial, and accountable care programs.

Before joining Health Management Associates (HMA), Patrice was vice president of operations programming at Point32Health, where she helped establish a new Programmatic department responsible for operations integration programs, strategic initiatives, and complex transformation efforts following the combination of Tufts Health Plan and Harvard Pilgrim Health Care. She led a portfolio of eight large programs and 84 projects focused on integration, operational readiness, optimization, product implementation, annual enrollment, and business growth, while directing major operational integration, system migration, service-model redesign, and change management initiatives.

In addition to her enterprise transformation and strategy leadership, Patrice has extensive experience overseeing health plan operations and performance improvement. Throughout her career, she has led payer operations across claims and payment integrity, benefit administration and enrollment, member and provider services, and provider reimbursement and network operations. She organized and executed strategic plans that improved operational effectiveness, advanced digital capabilities and automation, enhanced customer satisfaction, and generated $6 million in cost savings. Patrice also led Centers for Medicare and Medicaid Services (CMS) Program Audit readiness and execution, establishing governance and compliance oversight that resulted in minimal findings and strong audit outcomes.

Patrice combines change management experience with hands-on expertise in technology-enabled operations, vendor management, and cost optimization to improve organizational performance and efficiency. For a provider services center, she consolidated vendors and standardized service models, generating $19 million in savings, and she modernized a business process outsourcing contract that improved governance and flexibility while delivering $8 million in annual run-rate savings. She also led operational readiness for the HealthRules® Payer core administration platform and directed major digital, infrastructure, Electronic Data Interchange (EDI), regulatory, and healthcare technology implementations that improved operational performance and customer experience.

Patrice earned her bachelor’s degree in computer information systems from Bentley University. She is also certified in AI Strategies for Business Transformation: Generative and Agentic Intelligence from Northwestern’s Kellogg School of Management.
