Bradley P. Gilbert, MD, MPP

A longtime leader in public health and managed care, Dr. Bradley Gilbert has more than three decades of executive experience serving public health departments, health plans and the State of California.

He served as chief medical officer and chief executive officer of Inland Empire Health Plan (IEHP) for more than 20 years where, for his final 11 years, he helmed the not-for-profit plan and built successful relationships with providers, state and federal regulators, and the community. He led the California Department of Health Services with oversight of Medi-Cal operations and funding, California Children Services, and the initial state response to the COVID-19 pandemic.

Dr. Gilbert also served as director of public health and health officer for San Mateo and Riverside counties and has further experience with corrections medicine, substance use disorder treatment, and in private practices.

He completed the first year of medical residency at the University of Minnesota Affiliated Family Practice Program and earned a Master of Public Policy from the University of California at Berkeley. He received his medical degree from the University of California, San Diego, and bachelor’s degree in physiology and anatomy from the University of California, Berkeley. He is Board Certified in General Preventive Medicine and Public Health.
