Amber Swartzell is a licensed attorney with extensive experience in the public sector on an array of healthcare issues including compliance and regulatory affairs.

Prior to rejoining HMA, Amber served as a compliance consultant with Optum, where she provided compliance oversight for American Health Network (AHN), one of Optum’s care delivery organizations and the AHN accountable care organization. In this role, she provided compliance oversight of Consolidated Appropriations Act surprise billing and advanced cost estimate requirements implementation, partnered with compliance investigations on potential issues and remediation, and developed policies and procedures to ensure compliance with state and federal laws and regulations. Amber reviewed all external materials as well as telehealth regulations in select states to ensure compliance post public health emergencies. She also partnered with businesses to conduct full reviews and consolidation of patient forms across all practices.

During her first tenure as a senior consultant with HMA, Amber assisted government clients with document drafting and submissions, including home and community-based services waivers, managed care waivers, Social Security Act section 1115 demonstrations, Medicaid state plan amendments, and administrative rules and regulations. In this role, she partnered with clients on policy reform initiatives and helped implement Medicaid program policy changes, reviewed contracts and RFPs, and researched and advised clients on federal and state laws and regulations on various health topics.

Amber received a bachelor’s degree in communications from Purdue University and a Juris Doctor from Indiana University McKinney School of Law.
