Dari Pogach is an expert in publicly funded aging and disability programs, specializing in ensuring the provision of high-quality, person-centered services across local, state, and federal service models.
As an attorney, Dari is adept at identifying regulatory compliance issues and implementing strategies to strengthen compliance policies. Prior to joining Health Management Associates, Dari served as Director of the Office of Policy Analysis and Development at the Administration for Community Living, U.S. Department of Health and Human Services. In that role, she oversaw the alignment of agency policy with federal regulations governing programs for older adults and individuals with disabilities.
At Health Management Associates, Dari supports clients, including providers, nonprofit organizations, policymakers, and government agencies, in developing multi-sector plans for aging, assessing local programs for regulatory compliance, and advancing the integration of person-centered practices into long-term supports and services. Drawing on her extensive experience as an attorney for individuals with psychiatric disabilities, she served as the mental health law lead for HMA’s technical assistance center supporting a new state behavioral health court program.
Throughout her career, Dari has been an advocate, program leader, and policymaker for critical aging and disability services. As a senior official at the District’s Department of Aging and Community Living, she led teams responsible for adult protective services, case management, and nursing home transitions. Earlier in her career, at the American Bar Association’s Commission on Law and Aging, Dari developed nationally recognized tools and programs for attorneys and professionals, facilitated stakeholder engagement nationwide, and led multimillion-dollar projects focused on adult guardianship reform and supported decision-making. Dari began her career as an attorney providing legal services for individuals with disabilities.
Dari holds an undergraduate degree from the University of Pennsylvania and a law degree from American University’s Washington College of Law.
