Project Overview
The New Mexico Health Care Authority’s Developmental Disabilities Supports Division (DDSD) is in the process of reviewing payment rates for services covered under the Developmental Disabilities, Mi Via, and Medically Fragile Waivers. Burns & Associates, a division of Health Management Associates (HMA-Burns), has been contracted to assist with this effort. This website will act as a repository for rate study-related materials throughout the project.
Public Review and Comment on Proposed Rate Models
DDSD and HMA-Burns want to hear from community stakeholders before finalizing payment rate recommendations. HMA-Burns encourages all interested stakeholders to review the proposed rates and to provide written comments. Written comments should be submitted to [email protected], and will be accepted until December 19, 2025.

- The proposed rate models detail the rate calculations and specific assumptions related to wages, benefits, and productivity; mileage; administration, program support, and other costs can be accessed here.
- A presentation that provides background on the rate study, outlines the rate setting methodology, and highlights the results of the rate study can be accessed here.
- The presentation was revised on December 9th to revise unit types on Slide 49 for Mi Via (from ‘per hour’ to ‘per 15 min.) and for Medically-Fragile (to notate that LPN and RN are billed as 15 min. units rather than hourly)
