Oregon Office of Developmental Disabilities Services – Supported Living Rates

The Oregon Department of Human Services’ Office of Developmental Disabilities Services (ODDS) is in the process of establishing payment rates and billing structures for Supported Living services. Burns & Associates, a division of Health Management Associates (HMA-Burns), has been assisting with this project. The proposed framework would: 1) create tiered, bundled monthly rates that providers could bill if they deliver at least 75 percent of funded direct support hours, 2) assign payment tiers with the Oregon Needs Assessment service groups, and 3) align cost assumptions with the assumptions included in the rate models for other ODDS services.

Proposed Rate Model and Public Comments

ODDS and HMA-Burns are seeking comments on the proposed rate model. A webinar to present the proposed model and underlying assumptions was held on March 6, 2026.
