Oregon ODDS Review of Payment Rates for Attendant Care – Employer Model Agency Services

The Oregon Department of Human Services’ Office of Developmental Disabilities Services (ODDS) is in the process of establishing payment rates for a new model of Attendant Care – the employer model agency. Burns & Associates, a division of Health Management Associates (HMA-Burns), has been contracted to assist with this initiative.

Proposed Rate Model and Public Comments

ODDS and HMA-Burns are seeking comments on the proposed rate model. A webinar to present the proposed model and underlying assumptions was held on October 8, 2025.
