Illinois Department on Aging: Community Care Program, Care Coordination, and Adult Protective Services Rate Study

Illinois Department on Aging (IDoA) is in the process of studying provider payments for services covered by the Community Care Program, Care Coordination, and Adult Protective Services. MGT along with their partner Burns & Associates, a division of Health Management Associates (HMA-Burns), has been contracted to assist with this rate study.

The following services are included in the rate study:

In-Home ServicesAdult Day Services (and Transportation)
Automated Medication Dispenser (AMD)Emergency Home Response Services (EHRS)
Care Coordination Units (CCUs)Adult Protective Services (APS)

Provider Survey

A key element of this study is a provider survey that collects information regarding providers’ service delivery designs and costs, wages and benefits of direct care workers, and site-specific details for caseloads, staffing composition and average weekly hours worked, mileage, and other factors. The provider survey, which is designed in Microsoft Excel, is accompanied by a supplemental instructions manual that provides further details to accompany several of the forms within the survey.

There are five provider surveys, each specific to a service included in the study.

All providers are strongly encouraged to participate in the survey. Data collected through this survey will be a key consideration in the development of potential changes to these payment policies and rates. 

All received surveys will be kept confidential. Only aggregated totals will be reported; no individual provider responses will be shared.

The deadline to submit completed surveys is March 20, 2026.
