A detail-oriented project manager, Carlie Balicki has demonstrated success supporting engagements ranging from multi-year, multimillion-dollar initiatives to targeted, fast-paced projects. She is a skilled researcher and analyst, specializing in qualitative research and survey design and execution.
Working across Health Management Associates (HMA) and Leavitt Partners, an HMA Company (LP), Carlie provides project management and technical assistance to clients on a variety of projects, including program evaluations, policy analysis and implementation, training development, application reviews, literature and landscape reviews, and strategic planning. She has subject matter experience in Medicaid and pharmacy policy, chronic disease prevention, and social determinants of health and health-related social needs.
Carlie has deep experience strategizing alongside various entities at the state-level to increase their capacity to meet the needs of their communities. With HMA and LP, she works closely with county behavioral health agency staff to implement the Community Assistance, Recovery & Empowerment (CARE) Act in California and supports compliance with statutorily-defined data reporting requirements. She also partners with state health department staff in their efforts to gain Medicaid coverage for the National Diabetes Prevention Program and increase colorectal cancer screening rates.
Prior to her work with HMA and LP, Carlie gained experience as a research assistant at the Emory Prevention Research Center supporting evaluation projects related to HPV vaccines and health equity as well as healthy home food environment and smoke-free home interventions. She has also worked in state government, supporting the State of Michigan’s Injury and Violence Prevention Division.
Carlie earned her Master of Public Health in behavioral sciences and health education from the Rollins School of Public Health at Emory University. She has a bachelor’s degree in biopsychology, cognition, and neuroscience from the University of Michigan.
Carlie is an amateur gardener, learning through experience with her raised bed garden, where she grows tomatoes, cucumbers, carrots, pumpkins and other garden staples.
