Recognized for his strategic and financial leadership, David DiGiuseppe helps states, health plans, providers and vendors design and implement innovative value-based care (VBC) payment and care delivery models. His expertise spans Medicaid managed care, Medicare Advantage (MA), Dual Eligible Special Needs Plan (D-SNP) and Affordable Care Act public option markets.  

Before joining Health Management Associates, David served as senior vice president (SVP) of healthcare economics at Community Health Plan of Washington (CHPW) and Community Health Network of Washington (CHNW), a statewide network of federally qualified health centers (FQHCs). As SVP, David led teams responsible for population analytics, program evaluation, predictive modeling, risk adjustment, star rating/quality measurement, and provider engagement in VBC performance improvement. He also oversaw MA product strategy and bid development, Accountable Care Organization (ACO) Realizing Equity, Access, and Community Health (REACH) model implementation, and health plan medical expense ratio performance improvement.  

Over two decades at CHPW/CHNW, David held a series of newly established roles to build and enhance key functions, including product development, strategic planning, analytics, population health, behavioral health integration, and actuarial services.  

Hallmarks of David’s work are his versatility and determination to achieve organizational objectives through collaboration with internal and external partners. He founded a niche consulting firm specializing in VBC, where he designed a simulation of hospital global budgets for a state Medicaid agency. He has also contributed to a number of statewide committees seeking to improve health system performance and co-authored articles published in peer-reviewed journals including JAMA and Pediatrics.

David earned a master’s degree in health services research from Case Western Reserve University and a bachelor’s degree in economics from the University of Michigan.  

Outside of work, David enjoys hiking, fishing, and spending time with family.
